We kind of need to know the name of the game.

    So, Bally Captain Fantastic.
Next question: Take the playfield glass off. Start a game. Trip a few switches to get a score up. Do not drain the ball. Press the start button. Do the score reels reset to zero for player one?

If they do not reset, I would check the stepper unit that should step up in this case.

The way it works is this: when the game is in game over mode and you press the start, the coin relay pulls in the reset coil and resets all the player scores, the bonus counter, the ball count, etc and most important, the game over set/reset.
When you press the button the second time, a switch on the game over relay prevents the reset relay from tripping and steps up the player count stepper unit. This 'how many players' stepper is called the Coin Unit. This is not the Coin Relay.
If the reset relay is being tripped when you press the second start switch, there is probably a switch on the game over relay that is staying closed. If the reset relay is not being tripped, the Coin stepper unit is not stepping.

    Good Luck
