It's currently sandboxed (messages don't get out) because Mystic is
being a pain again and won't create outbound packets :(. Logs are no
help either.

I spun up a new vps and installed Mystic from scratch. I still
can't get mutil to export packets. It exports the .flo, but not
the *.we? or .th? to go along with it.
I suppose I'll have to run this from my own servers... :(

One reason this can happen is because of missing archivers like zip and unzip.
I dont know if that is what is happening in this situation but have a look and make sure you have zip and unzip or any other archivers installed in the environment where mutil is sending out mail.
