I might be remembering wrong, but I think this question had come up before. I thought the reason for having them separate was that some sysops might choose not to add any FTN networks, so it might not make sense to have a lot of that FTN configuration in SCFG. Well you still would need ECHOCFG for an external mailer but now that Synchronet has an internal mailer, no external mailer is needed.

You don't technically "need" echocfg at all, but if you're going to use SBBSecho as your echomail program, then it's a nice thing to have/use. There used to be a lot more options for FTN echomail programs to be used with Synchronet/SMB (in which case, echocfg would not be relevant), but those other options have all pretty much dried up. Still, it's conceivable that someone could use a different EchoMail program than SBBSecho and a different mailer than BinkIt, in which case, they would have no use for echocfg or sbbsecho/sbbsecho.ini.
