You're viewing a union as a ceiling regarding what you cannot do, but it is more or less a window. There is an upper limit, but there is also a lower limit as to what they can do to you. If polies are well made, consistently enforced, and predictable in outcome, then a union isn't necessary. Unfortunately some shops don't play by those rules, and policies and procedures are adhered to or ignored on a whim. The bargaining unit agreement protects the employees from random stuff that cannnot be enforced.

I've also worked at a company where there was too many managers
